We recommend checking the
ballast compatibility list for GE tubes. Check several tubes in your existing fixtures to make sure there are no instabilities (flickering, etc.) and that light level, fixture appearance and light distribution are acceptable. 2) Replace the sockets (tombstones) because older ones may be damaged (brittle, pitted or oxidized) resulting in poor electrical connection.
If your ballasts are 5 years old or more, we recommend new ballasts. Many customers also use this chance to replace the sockets (tombstones) because older ones may have contacts that are pitted or oxidized.

GE recommends glass because:

Glass is a proven material, no degradation over time.

Glass is sturdier, avoids sag.

Glass has larger angle over which light is emitted leading to more similar light distribution to fluorescent.

Glass is less expensive than plastic.
However, plastic tubes may be preferred if breakage is a concern, e.g. in food processing areas.
